Yes, it's day time and therefore there is light on the road immediately in front of you. But the distance you can see - and more importantly be seen - is around 100m with patches of thicker fog giving 50m or even less.
So why haven't you turned on your headlights and / or fog lights? Because, of course, you're a f**kwit, that's why.
Usual suspects are people with only DRLs on and thus no tail lights, but also older cars with no lights at all. They loom out of the fog giving you a few seconds notice that they're there.
Total lunacy.

Fog lights should be used in daytime rain conditions, when water spray leads to poor visibility. An ex-Disco3 / FFRR owner ......
..... now on the JLR electric highway.

In exceptional “heavy rain” if visibility is seriously reduced, not as you said “poor visibility” and not as I said when raining.

“The Road Vehicles Lighting Regulations 1989 prohibits the use of front and rear fog lights to dazzle other drivers when visibility is not reduced or when the vehicle is parked.
Confusingly, using fog lights in drizzle and rain is therefore not allowed. You are even eligible for a fine from the police if caught.”

I think if you are on a motorway, for example, where there is both rain and lots of spray, rear fogs can be used because the spray is, effectively, fog. However, their use should be carefully monitored by the driver so that they are turned off should conditions improve.
Sadly, the latter is often a problem - driver leaves in poor conditions e.g. heavy fog, and turns on the fog lights. Good stuff. However, conditions improve during the journey and by the time they've done 10 miles they're in clear conditions but the fog lights are left on for the entire journey.
These days, the chances of someone leaving their fog lights on for days are reduced as most modern cars will reset the fogs when the ignition or the light switch is cycled.Visiting from rrsport.co.uk

All good stuff but drizzle and rain are not the same as heavy spray. Heavy spray is akin to fog and reduces visibility massively. In such conditions, rear fog lights would be allowed because they wouldn't be causing dazzle to other road users.Visiting from rrsport.co.uk
