just had a look around the pump and all seems dry. Any thing that I could check. Could you get the pipe on the fuel cooler wrong way round?

If you have got the early type fuel filter you can fit the pipes wrong way round, don't know if this would restrict fuel supply.
You need to bleed the fuel until you have a steady stream without any air, if you have air in the system the fuel cannot be pressurised and could give the fault code you are getting.
 It can when others can't,

It goes where others don't.

I fitted a cheap fuel filter off eBay a few years ago (the earlier, larger vetsion) , and the vehicle wouldn't start at all. It was definitely connected correctly. Refitted the old one (genuine LR) and it started straight away.
 Previously:

Did you have any fuel at the HPFP before turning the engine? What state was the engine delivered in - pre_run, overhauled, etc.etc.

If the HPFP is run dry, and the engine turned over, you will embolise (air-lock) the volume control chamber under the pistons. All SiemensVDO pumps are fitted pre-primed to the 2.7TDV6 builds, but they must have a good supply of fuel before you turn the engine over. If not, then you will have to hope that you get lucky, and try to vacuum pump some fuel through from the injector side of the pump (not much chance, IMHO). Otherwise, it's pump-off, send to a fuel test rig that can run it up to enough shaft speed to get the air out (which is how SVDO got the pump primed and tested in the first place), then fit it carefully again.

You will never turn a TDV6 over fast enough on a starter motor to get the HPFP shaft speed up to purge air. You need to have got lucky and had enough fuel washing around the priming ports to the pistons in the first place. It's a peculiarity of the SVDO design.

I have got lucky every single time then. Even when the pump has been run dry, as I forgot to bleed the fuel system adter replacing the filter

hi checked fuel pressure while cranking over engine and code reader showed me 140mpa.Could this be the problem?

I make that 20380psi Shocked that is more than enough to start, are you sure it was MPa and not KPa?

after putting the code reader on it tonight it only comes up with fuel pressure stuck low now-what could this be .I am a bit frustrated with it now....
