Do all new models have this as standard now? I thought it was an option, mine seems to have it included?

The Graphite and Landmark both have it. These are the current models. Not sure about the Commercial. MY16 D4 Graphite in Loire Blue

the problem with the manual is it covers all options and it is often difficult to determine exactly which your vehicle does and doesn't have. I also thought it had the Tow assist but it appears not.

I tend to refer to the brochure which lists the standard kit and options.

It looks like tow assist is standard but only active if you have a tow bar and electrics fitted (page 40).

Which I have but it doesn't seem to operate when the van in plugged in.

You should have Tow Stability Assist. Not sure how you would tell as it controls acceleration and braking to make towing safer.
Are you thinking of the feature where you stick target stickers on your trailer and the rear camera then detects these and helps you marry up the tow bar to your trailer? If so, I think that is part of the surround camera system some people like so much on the recent D4s...
It is an option on the Graphite.

Yes that makes sense, in the book it is tricky working out the difference between Tow assist/ Tow stability control.

As that on a D3...it only operates when specific conditions are met like the Disco being pushed or swayed by the trailer....it then slows you automatically....even if you press the accelerator, until the pushing or swaying has ceased that compromise vehicle stability & safety.
I haven't a clue about not being operational without tow bar fitted but saw & experienced the system being demonstrated on a vehicle not actually towing (at a LRE centre).... It did work BREXIT - done properly.
