Both my 2010 and 2016 did the same. If the coolant is still warm, remote heating runs the fans but not the FBH no matter how cold it is outside. There must be a point where the coolant temperature drops to a certain point and it will run but I've never been able to establish what it is. Last winter at -3 outside and a warm engine sitting for two hours wasn't enough.
Always works first thing on a cold morning though so that's what really counts! I think that's just the way it is.

As for the D4’s not firing the Fbh, discoteca is spot on. The D4 will monitor and decide if the Fbh will fire up.

My timed climate wasn’t working initially as some of the CCF setting were wrong. Once I changed them the timed climate works.
I haven’t really needed to use the park heat, but my understanding was it should fire the FBH and provide heat to the cabin or use engine coolant temp if warm enough.
