I tried the hot water trick but it didn't work for me so I got myself one of these from E-Bay:

As pointed out earlier in this thread, a puller is a must for getting the wipers off and that bad boy made the job very easy. Once removed the wiper attachment spindle looks like this:

Once you've removed the scuttle panel, you should be looking at something like this:

I sourced a scuttle panel locally and paid approx £38. TLO down at Yeovil was cheaper but postage on such a big item scuppered the deal as it has to be posted as freight.
Takes under an hour to do the whole replacement once you've got a puller.
If anybody local to me is thinking of doing the same mod, give me a shout and I'll gladly loan you the puller.
I'm off for a well deserved bacon sarnie now.

Excellent step by step pic, thanks Narpy.
Did the job this weekend, inspired by this thread (I was going to take it to the hospital to get it done).
The part was £54 inc VAT (April 2015).
The A pillar trims definitely need to be removed - so make sure you have a set of panel fixings available.
the wiper blades were a struggle. I ordered a puller from ebay (fiver), but beware that you get a puller with a big enough 'reach'. I had to use the nut to make it work - see pic.
The centre wiper arm was solid. So, I took a calculated risk with a heat gun. Worked a treat.
My aircon-intake-mod is part of the bottom of a paraffin container, riveted on.

I took advice from Stu and applied a bead of silicon to the underside of the scuttle panel, just to be sure.
Watch only the sequence between second 50 to 60 !!!
Losen the cap
Losen the nut
Spray with lubricant
Gently press/wiggle on Top of wiper arm
Don't use lever, screwdriver, nothing
It will come off the comus head after 10secs

I would strongly advise against following the advice posted above by Markland.
A Dodge Viper is no doubt different but the D3 ( and presumably the D4 too ) wipers, have a steel drive shaft going into a very soft alloy wiper arm. Any form of waggling applied to a soft alloy wiper arm will destroy the attachment hole resulting in you needing to buy a whole new arm.
You might get lucky and end up with something you can re-use but it will cost you considerably more than the price of a ten quid puller if you do manage to destroy it especially as they have the strength of thick chocolate.
Use a puller, don't trust to luck. Mods:

I did it this way, so I answered from my own experience. If Someone's working on the car, having some Penetrating oil and feeling in the hands, it might be better on a sunday morning than Beeing told to use a special tool...
If You say that this method will fail, then I failed, but easily made it.
Maybe I was lucky, because the fitting was not salty and crysty, but probably that was just a result of caring forehand By opening the cap from time to time and spraying it, both ends.

If you read the whole thread you will see some posters have had success with boiling water. Others have had success with a heat gun, whilst you managed with lubrication and a wobble. For the biggest majority of owners, those wiper arms are stuck fast and totally seized on.
The point is, if you want to risk damaging your wiper arm, go right ahead OR use a puller which is the only technique that offers 100% success without the risk of causing any expensive damage and doesn't rely on luck. Mods:

I Assume the puller is a ball joint splitter? Does the new cowling seal to the windscreen?

My panel was very grey, I rubbed with wire wool and used Halfords Bumper matt black paint three years ago, still looks perfect and new for about £7!! But did have to use some WD and a puller on the wiper arms. Major +1 for don't twist, will ruin the arms splines needing new arms!!
