Does not go into weights so then it must be as "Amended" like the document said.


But it's just specifying the Vehicle Class ...not making amendments to vehicle classes or there specified weights.

My humble advice would be to contest any fine or punishment in court as this Censored from the Soviet Eunion is so confusing that you've got a good chance of claiming its not clear.

Thanks for your reply, in fact I querying any futher developments regards our "Dual Purpose" Land Rover Discovery 3 and Brian James single car transporter used for hire and reward, but good to hear that our "goods vehicles" pulling trailers are still in line for a shock after 4th Dec 2011.

I saw that VOSA have just published guidance " A Guide for Horsebox and Trailer Owners " (10th Nov 2012) in which it seems to clarify much of what we had spoken about regards C&U Regs relating to a 4x4 combination, but would I be right to conclude that this publication is not just for the "horsey world" but can be used in more general terms in the absence of any similar guidance for the transport of cars for hire and reward?

Yes

The regulations and requirements would be the same - be it horseboxes, or other types of HGVs.

The 4th is in any one been stopped by VOSA or anyone had any updates, like the exemption rules

 bali blue disco 4 with rear dvd's, privacy glass, pre heat system, heated steering wheel, full size spare, piano black trim, ipod cable, 20 inch wheels and i love it loads more than my TDV8 RRS, KTM 250 EXC 2 Stroke for the real off road stuff

Here we go again, 4x4 with rear seats fitted, if you are towing for reward and the weight of the unit(disco) and trailer with load exceeds 3.5 T you need a tacho PLS NOTE ONLY " FOR REWARD" so if you are do it for your own RIB, BOAT CAR transport you do not need the above, but if your mate pays for the fuel, VOSA will have you (just don't tell them that did).

Its "dual purpose vehicle" as defined by Construction and Use Regulations 1986 is a 4x4 vehicle (whether LR or Car) which is constructed or altered for the carrying of "PASSENGERS and goods" so yer 110 Defender Van or Disco 3/4 Commercial with seating for one "Passenger" next to the driver is NOT EXEMPT from O Licence Regs however if it has rear seat/s so as to be able to carry "passengers" then yer ok.

The only exemptions for farmers is the same as a tractor ie not more than 6 miles on the public roads Whistle

Gareth, little bit of a showdown going on between VOSA and the man from DofT as of last Monday when I politely pointed out to each one what the advise was to me from them by copying in the emails to both of em Rolling with laughter

Surfice to say, reply from VOSA man was as follows:

Thanks for sight of these emails. It would now appear that the Department for Transport are now giving the matter of DPVs some consideration. Clarification will - no doubt - be forthcoming in due course.
