main beam wont flash when lights are not turned on , ive put xenons off a 2015 on a disco 3 that had halogens , ive had it plugged in so now the drl's work as soon as the ignition s on , and xenons work, but they wont flash to let someone out say , unless the lights are switched on , altho the blue light on the dash says its flashing , ive found its something to do with the shutters and need to fit a relay or 2 and maybe some wiring , it can be done mate

The 'shutters' don't flash on a D3. Only the infill halogen lamps provide the flash, if the dipped beams are off. i.e no lights/auto lights/side lights only.
Do the infill halogens work on your lights. -> When you put main beams on what lamps are lit/which bulbs come on?

Do 2015 lights actually have in-fill flash?
If not ... and I could be wrong ... then if you've not done a ccf edit to tell the car to use xenons to flash, it won't. However, putting car in main beam mode, I.e. going from dip to main will work.
Not followed d3 lighting discussions so it may be d3 won't support what you want in ccf, in which case a wiring mod will be needed. .

So I assume these are D4.5 lights without the halogen infill
Making this up as I go.
You could try it on one side and see if it works
Take 5 pin relay.
Cut the dip beam wire going into the headlight.
Connect pin 30 to the headlight end
Connect 87a to the car end.
Find the main beam wire and connect it to pin 86 and 87 ( and the headlight as now. )
Connect 85 to ground.
And when flashing ppl. Just do one long flash

Yes you need one relay per side.
Must be 5 pin
85 86 87 30 are the relay terminals
