For the life of me I cannot get the panel off. I feel as if its all going to snap into pieces. What the heck am I doing wrong? Keep in mind I am quite capable at fixings things but this just won't even show a sign of moving.

You're simply not being forceful enough. I too was scared it would break when i repaired my top tailgate. I did exactly as you and peeled the carpet off the board first and thought "This can't be right".
I used 2 x 1inch chisels. Insert them and lever them up so the board pops down below the plastic trim. Once you get the first few inches done, it's then very easy but you'll need little girlie hands to reach in and pull the old cable.
You need to be a little more gung-ho.........................never thought I'd need to tell an american that! Mods:

One more quick question. When I press the tailgate release it makes noise, I know for a fact I had water back there this winter. As of just now it was making noise and when I tried it again nothing. If will still try to release when using the 2 buttons of the dash but does not open. So is it the switch or a broken cable inside?
I just want to be sure I chasing the proper unicorn here.

This has been said so many times but as you're not aware here goes..........again:
If you press the tailgate release button on the outside of the car and can hear the servo whizz but the tailgate doesn't release, the cable has probably broken.
If you can get the tailgate to half release by pressing the two dashboard buttons but pressing the rear button does nothing, the rear button is very probably corroded or broken. Mods:

I think I'm correct in saying if you try the outer switch too many times it will stop working to avoid overheating the solenoid. If it does suddenly cease to operate this may be why but it will work again if left for a while.

Quick update, I finally got the cover off, but the cable is broken for sure. Now, I have tiny hands but for the life of me I cannot get a grip on the cable to pull it for a the release of the tail gate. Any help would be appreciated.

I used long nose pliers to pull the cable, bit of a fat but simple enough Joined the BMWX5 45e group
