I tried this and it doesn't work. The D4 fin doesn't seem to contain an antenna for DAB despite what the tech documents say. I even completely opened it up and tried various RF analysers on it. I suspect that the D4 uses one of the window antennas for DAB reception. On a D3 without TV one of the side window antennas is not connected though you'd need an amplifier and other bits.
In the end I butchered the existing fin, removed the internals and mounted a Hirschmann whip in the hole used for the fin so now I've a hybrid fin/whip and excellent DAB reception.IE - 05 D3 TDV6 HSE - Zambezi Silver

If the pod is in any way used for DAB on the D4 then it'll be the L band DAB antenna. DAB can be transmitted on 2 bands - VHF Band3 which is used in the UK and most of Europe and L band (1GHz+). L band DAB has largely only been used in Canada and tests have been performed in some parts of Europe.
Many receivers receive both, though some like the old Highway only receive band 3. The D4 pods physical size realistically indicates that it could hold a L band antenna but not a band 3 antenna. The pod certainly has no function at band3 whether its powered with phantom power or not and is no way resonant or usable at that frequency.
