Tricky one as you if you order a complete new bumper it will still have to be painted and matched in. I guess new parts all round is the only real solution.
I'd want a replacement car but doubt very much they would ever agree to that. 2020 BMW X1 18d XDrive X-Line Auto

Have you actually established what the original damage was and why the bumper was painted/what other work was carried out. This may give you more levarage to get what you want. At the very least I would want all parts replaced with factory new colour coded parts and a good will gesture for not being up front in the first place. After all accidnets happen but it would have been nice to be told. MY17 D5 1st Edition Namib Orange

Personally I would not accept a repaired vehicle unless I was told before accepting. I bought an Alfa that had been damaged and the dealer had to fix but they told me first and allowed me to inspect before accepting it. Your dealer has been dishonest. You paid for a new car and one that has not been in an accident. Would you accept a new car if it had 20,000 miles on it? Immediately the car has been devalued. YOU can reject vehicle as it is not what you paid for. Go in hard and you can always back off the a new bumper, overspray cleaned, and a refund of money/free service/free parts. “There are only three sports: bullfighting, motor racing, and mountaineering; all the rest are merely gamesâ€

Think it may be worth a visit to a good body shop. Get them to look at it and give advise, they may be able to tell more as to what has actually happened and may give you more to go back to the dealers with. MY17 D5 1st Edition Namib Orange

Also they might be able to go over it with a paint thickness guage, would find out if there is any filler and also if there are any big differences in paint thickness.
I have a guage but you are a bit far from me
Good luck with it, I had similar with a new Renault van many years ago, I stuck to my guns and eventually got a new replacement, the 'repair' was a bit more obvious than yours by the sounds of it though
