It's not the "fast lane". It's not lane "3". It's the overtaking lane. Always has been. As far as I know, no government body in any European country has redesignated it differently.
Only lane anyone should be in is the driving lane. No one should be in any of the other lanes unless you are overtaking. Which means if someone is flashing you, then you have either pulled out in front of them (remember mirror, signal and maneuver ONLY if the way is clear...?); driving in the overtaking lane for no reason and this person is trying to pass; or the overtaking maneuver has been completed with the exception of pulling back into the driving lane...
And if the other person is going too fast...? The Police are there to police the roads. Two wrongs don't make a right. Ask any traffic policeman - it is not for "us" to slow down traffic. That's dangerous and leads to road-rage...
