Yes, JLR have their faults, but VW simply don't have this problem.
When the key doesn't work, the diagnostics tell you.
They let you reconfigure a second hand module and use it.
If you go by the part number than you can take a BCM from a Fabia, and fit it to an A2 as long as you reprogram/reconfigure it properly
The LR part that is otherwise good is now effectively useless unless you open it and reprogram - but the standard tools don't allow that.
What happens when that part becomes "Obsolete"?
The nice man at the counter will say "sorry - we cannot get that" - this is the case with some D2 parts now - simply not available - so second hand is the only way to go.
Or if you want to fit another BCM in order to check to see if the old one was faulty?

An interesting question - what is better, a dishonest dealer or no dealer?
According to another customer with a lovely Bentley continental, no dealer!
Bentley in Lisbon wanted to take a his engine apart (10,000 euro bill) - actual problem was failed ignition amplifier (total bill was less than 400 euro)!
I actually flew out to see the customer in Lisbon to diagnose his car.
BCM relay output to the rear windows was intermittent.
Turned out to be a dry joint on the BCM board - luckily the rear window relay sits at the edge of the board, so i was able to reach in between the two-board "Sandwich" with a long thin soldering iron.
Diagnostics need to be clear about what's wrong, and they need to be comprehensive.
In the LR3, we see 50-plus fault codes generated for one wire fault - that's not good diagnostics.
And yet no code or signal for immo active? This is likely to lead the poor diagnostic bloke down another avenue of faultfinding. After all - there aren't any fault codes.
The BMW system is excellent for fault finding on the bus - because it's a fibre optic bus. One module goes down - it doesn't kill the bus.

Sorry to tell you but all VAG units are Vin locked even the keys on the latest models.
Although you are right in the fact that the diagnostics will give you the information on VAG
Mercedes, Vauxhall and Mitsubishi are all vin locked too

Have you checked to make sure that you haven't eraised your keys from the CCF?

Yes, on VW the VIN is supposedly OTP, but it doesn't stop you replacing almost any ecu with another and it working - it even tells you "original VIN" and "This car's VIN". (AS LONG AS TEH IMMO IS HAPPY)
You can also use the diag tool to introduce a used module, provided you have a working immo key on the rest of the car, and thus reprogram a used "immo" module to the car - as long as the rest of the immo modules are happy with the key. If you have no working keys, then it's a very different situation.
On 2010 onward, you cannot introduce an already programmed key - only a virgin key (on models after about 2010). Most annoying, because prior to this, the keys and fobs mostly all work and are sort of interchangeable but post 2010, the fob itself is OTP, and costs a small fortune from VW. I've not found a hack around this little diamond yet.
I copied the CCF across to the new BCU - that's not the problem - it's the fact that the "KEY CODE" cannot be written into the BCM - only a virgin (read £££££££) BCU can be introduced.
Turner Diagnostics can re-code a key to a used BCM, so I'll be giving that a go.
