It would be possible to fix that yourself ( not that you should have to admittedly ) for not much cash.
The rattle cans are very good, you'd be amazed how good you could get it looking for very little money with a rattle can of paint and one of clear coat. One of the chip + scratch repair guys wouldn't be overly expensive either if you have to go down that route but hopefully JLR will sort that for you.
Worst case, DIY, under £25. Mods:

Thanks for the tip, my concern is paint adhesion, and the need for a plasticizer base coat. I think can route would be my last resort as I doubt I can do a decent job on such a new car. However, I do use a touch up stick for minor blemishes.
After I have had it done, I will use some 3M clear protector on the bumper, I have that on the arches and that has avoided any hedge scrapes that I had on my dark grey one before.2016 D4 Landmark

As a matter of principal, there's no way I'd be paying for that repair. Whilst in time saved it might be cheaper, I'd pursue LR all the way!2006 D3 HSE (Original & still the best)-GONE

Land Rover customer care have been in contact, provided a case number and are investigating further.
They will get back to me next week.
Hopefully they will do the right thing and progress a repair.2016 D4 Landmark

Land Rover Customer assistance did not support a repair after further consultation with the warranty department, very disappointing.
However the supplying dealer will carry out the repair with a complete bumper off strip down and respray to LR specification. They wish to keep my customer loyalty having purchased three new vehicles from them. I will make a small contribution.
I am happy with this outcome.
I knew I had other potential avenues with Dr Speth and court, thanks for all your advice and support, but sometimes it is just better to take the easy route and move on, as in this case for me.2016 D4 Landmark

Not sure why you should be making a contribution as you bought it new
Either the dealer had it done or LR did before you bought the car either way its not your responsibility. Think I would be standing my ground!!Today is the oldest you've been and the youngest you'll ever be again.

There is damage to the bumper from a small impact, possibly stone. As it was started by an external factor, both the dealer and Land Rover will not take the full responsibility.
I am fed up going back and forth, so I have negotiated an outcome which I find satisfactory and will restore the bumper to better than it is now with all the other stone chips on it. So I do not mind paying a little towards the cost.2016 D4 Landmark

Just to conclude, the dealer called for me to bring the car in today, they advised me there will be no charge. They clearly value my custom.
They will do the full bumper off, strip down and respray, I have had the right result in the end.
I am going to get some minor scuffs done to the wheels at the same time.
