Because it gives you a choice of depths to work with.
There's a long side for bulky goods and a narrow side for when you need to reach into the depths of the boot. If you sit on the short side, you not only get shelter from the larger upper tailgate, but a dog can sit properly alongside you, or you've got a decent place to rest your tea. If you grab something to sit on and use the lower tailgate as an "in the field" laptop supporting desk, you get a proper, wrap around desk too!

That'll be a standard estate car. I wouldn't go back there through choice though.

It was a shame when LR took the opening glass section off the RRS1 during the facelift. I use the opening glass occasionally and it is useful. Later RRS1 and the RRS2 just have a single opening tailgate. The D5 was always going to get the same treatment and it was no great surprise.
Perhaps the FFRR has the split tailgate because the "Designer Munchkin" (McGovern) wants everyone to aspire to FFRRs...Visiting from rrsport.co.uk

I don't believe that McGovern thinks that way. He has a certain style he likes to pursue and practical considerations only get in the way of building what he sees as his ideal, stylish, Land Rover / Range Rover. Split tailgates mean that the back ends of cars have to be flat (to allow for the lower hinge to work - check the back of a current FFRR), opening rear door windows restrict curves and bonded glass becomes no longer an option, comfortable stadium seating and good rear passenger headroom require high roof lines - all the way to the very back.
Here's a crystal ball moment: McG will put a standard tailgate on the next generation of FFRR (if he thinks he will get away with it - I don't think there'll be any doubt in his mind, all he needs to do is call it "dated") and it will look like an evolution of the Velar. It will have another electric plank in the boot, it will just be more elaborate.

Most useful feature at the back of a 4x4, made the offset number plate to comply with standards rules.

The current design looks like a 'hmmm' type emoji to me. It's just not offset 'enough' and not helped by being a single line plate. Keep looking at it but it's not growing on me
People with better paintshop skills than me I'm sure but if (likely) I order one it'll be getting a square plate fitted - think a standard plate fits but if not an 'import' sized plate would fit
