Allegedly no, but they are not true ceramic pads either.

Three (3) years ago I fitted Akebono pads and EBC rotors to my D3 all around and its reduced brake dust by 90%.... 16 D4 Landmark

Not quite the same but recently fitted ebc greenstuff to the front of my D3, brakes better and theres almost no dust, no need to clean wheels with anything strong or acidic at all.

Got a set on the front of my D3 as part of a D3 V8 brake upgrade. No issues with braking but will have to see about dust although initial impression is good, been a week and so far, so good, wheels remain clean.

The dustless pads come with a metal cylinder on 2 out of the 4 pads. Does it matter if this is fitted facing in or out?

The original pads have the weights too. They go on the outside with the arrow pointing in the normal direct of wheel rotation.
