It did vary a bit but I would expect an HSE to come with timed climate as standard with the remote climate as an optional extra. The under-bonnet hardware can also vary.
The FBH may be standard on all UK diesels but the additional plumbing and island valve that circulates the heat direct to the cabin and not around the engine may or may not be there; again, depending on spec at manufacture. A picture would help to determine this.

and if you want remote timed climate you would need some other bits fitted

I find that mad!!! To fit all that, not charge for it and then charge just to activate it.
I checked on the TOPIX and the build sheet for my car has Fuel fired HTR which I guess is it.
However all that said how do I activate it and how much?

You misunderstand.
What is built in, is a heater that get's on when you start the car, as a Diesel engine is to efficient to warm up properly (or on shorter rides).
What you want (maybe) is a parking heater, that warms up the car in front off your ride, so can get into a cosy warm car.
The things that are needed for this are same, but the parking heater is with paying extra.
One of the forum sponsors can activate it for you, geoff for example. Costs I don't know, I chose the way of buying a diagnostic tool like the nanocom evo to activate it myself. Will be around £400.- for the tool. If you want a remote, you can fit that easily for yourself, adds another £200.- to the bill. Cheers Patrick from Munich

It's the fuel burning heater. Might need the timed bit enabelled.

I have the option also visible in the dash menu on my 05 but ill be if i can get it to come on when i set the timer and set it to on. I there a secret

I think it has to be below a temperature to work however I'm sure there are members here who can really tell you all the ins and outs.

I notice it has a cool option and also a heat time option, maybe ill try the cool and see if that one works if its a temp thing
