Mikey the seller is presumably not asking you to pay anything additional to him and only informing you there may be duties payable on bringing into the UK.
I interpret this to mean nada, nish, nyet duty or tax will be due on anything bought and shipped within the EU and in special EU territories goods worth less than £15 are also exempt. As someone else said even if that's wrong any duty won't be a killer and we can't get these babies in the UK. A meringue a meright?

Germany isn't a special territory under the HMRC rules, so no import duty or issue with a £15 limit etc.

A bit confused by the whole thing, but as said, there should be no duties from Germany, according to the above link.
Also says due to tax regulations in Germany, he can't take the whole payment in 1 go, it will have to be split into 3 or 4 payments, and the same shipments My D3 Build Thread
