I have around 1" rotating play in the steering wheel. If I reach under the dash and hold the column in the cabin it moves with the wheel, similarly if I look through the bottom of the Aux battery tray at the column as the wheel move side to side so does the bit I can see down to the grommet in the frame.
However if raise the car to off road height and look at the shaft going into the top of the steering rack there is no movement of the shaft when the wheel is moved. Without further jack and removing the wheel I can't see the top of the rack input shaft to tell if the lower column end is moving
Trying to find a diagram of the steering to see what is in between the bits that are visible? A visitor from the dark side, my other vehicle is an is still an EV. Strictly speaking its SWMBO.

The lower steering shaft is a common problem on these vehicles.

If its the lower steering column, I would recommend not buying the "OEM" £180 type replacement, in 6 months of replacing the original steering column with this OEM type I had play just as your describing. Buy the genuine JLR part,
To diagnose the fault, I had to get underneath the car remove the front undertray and get wife to wiggle steering wheel.
The "OEM"unit had "germany" stamped on the unit. I rarely speed the extra on genuine parts but got burnt this time
