It would be the land owner as it’s actually his path, (not a recognised right of way as long as it is definitely a PERMISIVE One) so would be up to them if they wanted to clear it or not Thumbs Up

But if public footpath its down to council to clear foot fall and land owner the sides.

A permissive path is entirely the landowner's responsibility. It can be diverted or removed at any time by the landowner too. You would need to discuss any issues with the landowner, although the local authority might have someone that monitors such paths and liaises with landowners. A lot of these jobs were dropped during the austerity years, so you might be out of luck there.

A public footpath is the highway authority's responsibility. The highway authority is usually the County Council but where there is a unitary council, that would be the highway authority.

Any stiles on the footpath are the responsibility of the landowner. Bridges over streams are usually in the highway authority's remit but not always - you would need to check with the relevant authority.

If you find a problem on a public right of way, you can use https://www.fixmystreet.com/ to report it. They send the report to the relevant council. Your local authority will likely have a web page with which you can report an issue directly to them.

I though permissive footpaths were the ones that copulate with anyone and everyone, smoke drugs, etc. No?
