Without proper diagnostics (webasto software and cables which can be bought from from store) it's gonna be very hard to know for sure what's wrong with your burner. The fan should always be on as this is the burners air supply. Taking the pipe and silencer off will leave no doubt about whether it is running or not. Assuming all is working as it should and it simply won't ignite/stay lit, it could be fuel supply, carbon build up, glow plug, corroded burner unit, corroded dish... the list goes on. The software could reveal more though not always.
Mine was intermittent and failing so decided to take it apart hoping to find lots of carbon to clear and all would be well. Unfortunately for me, it was almost spotless with no carbon build up however the ceramic had cracked around the glowplug, my dish was messed up to say the least, the 2 of the 3 tack welds holding the burner together were gone, the gaskets were dust.. I picked up a new burner lr010329 from Duckworths today and everything is sorted. Primed with software and it ran first try, and second and 3rd. Not a cheap fix but beats replacing the whole thing by a long shot.
And tomorrow I fit this little beauty

Is there a starting point for me to diagnose a likely fix, or is the recommended solution find someone with this Webasto tool please and thanks!

Where are you based? There may be some one nearby who had the Webasto sw and can assist as it’s probably locked out now. I’ve got a few members Webastos going again. I would say you will very probably need to try repeatedly and blow lots, no, much more than that ! if it’s been inoperable for a while.

What’s a webasto aorry is that a diagnostic tool specific to the fbh?
Nearest is bell automotive but i also ways regret going to a mechanic

I’l remove and strip it for now. Link the coolant and keep driving the car as usual. See if I spot anything and take some pictures once cleaned up. I’m sure this amazing website will guide me to success!

Hi all does this look correct for removal please?
Also added images of tools used to undo the upside down exhaust hose clip. (Mole grip and twist until spanner fits, then knock off once loose) - and Torx bolts blocked by coolant reservoir (torx bit hammered in to hex bit, inserted in to small size transform bit, to a socket spanner thing).
Also blocked fuel and linked coolant how it’s been left to drive
