Ooh, tricky.
He was built in Germany which didn't go officially metric until about 60 years after the story was published. But Bavaria (where Ingolstadt is) had started in the early 1800s which means he's probably built using a mix of systems. Which would be about as British an approach as you could hope for (Mary Shelley being British, of course).
