By the outer edge I presume you mean the edge of the seat closest to the door?
I started at that side because I couldn't work out how to the get the other side off, I unclipped the cover all round and at the front, then I snipped through all the ring ties down the length of the seat. These are the ties securing the cover to the long bar embedded in the foam. Is this the bar you are referring to? As far as I could see it wasn't anywhere near the heating element.
I was then able to pull the cover up a little and using a torch I looked under the cover. The heating element seems to be in the last third of the seat base closest to the back (unless I'm not looking at the right bit). It's only in the centre and not up the sides. It's welded to the foam so as far as I can tell there isn't an option for replacing it.
