loosing power at 4000rpm

Hi guys ,have a problem on my d3 tdv6 slight wereing noise up till about 2000 rpm.and if i boot it, it goes great up till 4000 rpm and then cuts back the engine revs from 4000rpm to about 1500rpm ,thereafter i cant accelerate (as much as i press the accelerator the revs wont pick up) unless i slow right down then i can accelerate again,any ideas?

Sorry, I'm no help, diesel is too expensive over here to rev over 2500rpm, didn't know it would rev upto 4000 rpm Rolling with laughter Rolling with laughter
