Is it a vent for the steering column?

No seriously... The vent i don't know what it's for but i did take out the cover.
You can symply do that by pulling on the upper side of the cover towards the seat.
The lower part is not clipped on. There are 2 lips that fit in holes on the lower side of the console.
The 'vent' stays in place.

The owners manuals says it's an extra air vent for the driver.
That's it.
in the space below the cover
& on the floor
you may find one or both clips which can be re used
its where I found mineBREXIT - done properly.

Wow ! I brought my LR3 in 2013 and few days after I saw two little black covers on the floor and never understood if this is a land rover part or not. Now, three years later I know!!!Fantastic! Thanks a lot!

The vent is Land Rover's high tech solution to avoiding Dr Spooner's Bettty Swollocks syndrome.
