You are 100% correct, both LIN-I and LIN-E chips are exactly the same configuration addressing and pinout, as you said only difference is the temperature range.
16F1829LIN-I /SS version (I = Industrial) is listed as working temp range -40 to +85 degrees Centigrade
16F1829LIN-E /SS version (E = Extended) is listed as working temp range -40 to +125 degrees Centigrade
Lesson learnt!
Don't rely on RS components quick parts compare tool ..... they got it wrong here.
Best to go to Microchips website for latest datasheets and look at full manufacturers information.

Quick update on my prototype pcb efforts....
Correctly ordered RS parts arrived so I spent an evening and tacked them on a double sided SSOP prototype board (from Ebay) to allow me to test complete webasto units out of the car.
As Tobouk said, soldering that 20pin PIC chip onto any pcb "is definitely NOT for the faint hearted" as it only measures approx 7mm x 5mm with 10 legs down each side .... certainly not a job for those starting to learn soldering with a copper poker in the fire and a 1/2 inch square solder bar in the other hand
I've added an N-channel mosfet (top left-hand-side) on the led pump output pin, which I hope to use to switch the car internal fan on when the webasto starts up and 5 pins to allow easy programmer connection to PIC chip (ICSP header) for future programming changes.
BTW, Gucio1983 instructions using PiCKit3 programmer and chip configuration details made life easy, when trying to program his hex file to the chip .... thanks Gucio1983

I ran into programming probs using my PicKit3 Clone programmer with PicKit3 v3.10 software....

.... when attempting to read / write to PIC16F1829LIN, PicKit3 software would fail due to low 5V supply .... even when supply was reduced to 4.75V or 4.5V within software settings.
Fix ....disconnect completely pin 10 from pin 1 on PICF1829LIN and supply external regulated 5V supply to pin 1.
connect PicKit3 Clone programmer as follows.....
PicKit 3 Programmer .............pinout ........ to PIC16F1829LIN
Pin 1 (Vpp) ..............connect to............... Pin 4
Pin 2 (Vdd) ..............connect ...................Pin 1 ....(connect external regulated +5V)
Pin 3 (0V Gnd) .........connect to ..............Pin 20 .... (connect also to external regulated OV)
Pin 4 (Data) .............connect to ..............Pin 19
Pin 5 (Clock) ............connect to ..............Pin 18
Then as Gucio1983 explained, using PicKit3 version 3.10 software.....
in Device Family Tab select "Midrange 1.8V min",
then beside "Device" select PIC16F1829,
import Tobouk's hex file into PicKit3 software
and setup Configuration Bits as follows.....
INTOSC, WDT ENABLED, PWTE DISABLED, MCLRE MCLR/VPP, CP OFF, CPD OFF, BOREN DISABLED, CLKOUTEN DISABLED I/O ON PIN, IESO ENABLED, FCMEM ENABLED, WRT OFF, PLLEN ENABLED 4XPLL, STRVREN ENABLED RESET, BORV ENABLED LOW TRIP.
