Mine gets noticeably warm very quickly. It does shut off after about 15 minutes, but as Derek says, a quick on-off restarts the heater.

The thing is the dealer used just that and says its showing 32 degrees, the same as another D4 they have there and allegedly the same as a FL2 as well.There is NO WAY my one gets as warm as the FL2 one and they are essentially the same wheel. In any case, my one gets about as warm as a VERY lukewarm cup of tea that's sat for maybe 15 minutes on the side, whilst the FL2 one is like the same cup of tea at about 3 minutes after being made. The difference is THAT much. To be fair, the dealer can only go by the computer data but there doesn't appear to be any allowance for a physical comparison. At the end of the day, I judge how warm something is by how it feels not by a figure a computer or thermometer says it is. My hands are cold, I'd like them to be warm. Just for you I sat in the car for 10 minutes.
Start time 1247, wheel uniformly at 16.6 deg C, matching the outside air temp, and car is under cover. I swept quickly around the front face of the wheel circumference and recorded the min and max. As time went on the variations became less patchy:

Robbie, you are a star! Obviously your readings appear to be consistently higher than mine. Mine topped out at 32 according to the dealer so quite a bit short of your maximum of 40! I feel that there is a bit of a battle to be had if LR stick to the " Computer says no" type mantra. These figures will help if they listen.

Its been interesting to note that my right hand gets less heat then my left when in the traditional 10 to 2 position. The speed it heats up is quite remarkable too.

Although this is for water temps it looks like LR did their homework:

Wow look the search button does work!
Anyone else had this problem, my MY13 seems pretty poor (very Luke warm). I had a Full fat RR Vogue for most of last week and your hands literally melted on the steering wheel after a couple of minutes...................Not for me of course, but just in case I let the wife start the car or something Discovery 4 HSE LUX Causeway

I've test-driven a full-fat RR too and yes, the wheel in that did definitely get a lot hotter than my D4 (or my D3 before this). Mine is a 2010 MY though - but still warm enough.
I have a laser thermometer thing too - so will measure its temp at some point.
Be nice if there was a way to increase the temperature via IID - this can be done in certain Audi's.
The temperature of the heated seats can be changed in IID, I've tweaked mine up a bit. There were two levels above default and also two levels below it as well.
As I say, be nice if there was a similar setting for the Heated Wheel _______________________
