The expansion of the Ultra Low Emission Zone (Ulez) across all of London is lawful, the High Court has ruled.
Five Conservative-led councils had challenged the Labour mayor of London's plans to charge older, more polluting vehicles £12.50 a day from 29 August.
Mr Justice Swift dismissed the legal challenge on all three grounds.

It might be 'lawful', but it isn't an intelligent move based on the facts and the effects it will have.
If nothing else it will be the back of Kahn, and put Labours chances of an election victory in doubt.
I can see the next mayor scrapping it, at a vast cost to the taxpayer. Another ill thought out plan by a despot nutter who thinks he his something special.
He can join that other clueless Labour idiot Brown, and for those of you who have forgot, it was he who taxed your pensions, both whilst being invested, earn't and when received.

Once its in place its would be a difficult thing to scrap. Far easier to say my hands are tied and its was done by the opposition. They may amend charging.

By their own admission/figures only 1 in 10 vehicles will not comply - that ratio will change annually so it's clear that they will come to a point when the cost of implementing the scheme (via crapita I expect) will exceed the revenue, so will we expect them to abolish it ?
No, of course not, they will simply switch it to road pricing (& after a year or so, by tracking vehicle's they will know how much they will raise that way.)
