I just looked at the back of my Adaptive Xenon headlamps and yes, there are 2 adjustment screws (Hex Head). One inboard and one outboard. You'll need a stubby wrench to get to the inboard one. At least this is how it is on a U.S. model LR3 HSE.

Local garage raised mine to the maximum for a MOT but I do get flashed alot when fully loaded.

Not just a hex head, they are designed to be adjusted using a standard Phillips / cross head screwdriver on the "cog" part Thumbs Up

TBPH I'm not sure Confused

I have adaptive Xenons in but without the ECU to control them Big Cry

I have set mine using the cogs, having had them in bits to de-tango them I do not think that the stepper motors will have enough travel to override the manual height setting, IIRC its more a case of adjusting for front end lifting under hard acceleration.

I'm someone with active Xenons will be better place to confirm though

Don't use a spanner(wrench) use a flat blade screwdriver Thumbs Up Looking from the top the adjusting screw is knurled with a cut out for access with a screwdriver, one click at a time.
