Patronage is very important to charities, I have direct experience of one such patron who does over 600 visits per year all over the country. Their spouse has a similar workload (I use the word accurately, being away from home and your children IS work) in addition to their "public" duties: glad handing diplomats and hangers on etc.

we could save a packet if we stopped (or cut back on) foreign aid. You cant tell me places like India still need our aid money - they've got a bigger army and navy than us, and a bloody space program.

Unless he can bribe all the 16 - 18 year olds to get out of their pits, put down the PS3s/high strength low cost cider/drugs/other 16 year olds and navigate their way to vote. He'll need two years to teach them how to vote and it'll cost a fortune to bring them up to speed. If you get independence up there in two years it'll be due to the spotty faced 14 year old you saw peering out of the school bus that blocked your way this morning!! or (depending on where I am).

You, me & a couple of million others, well the 25% not dependant on the state. The rest will be quite happy with the handouts until they realise the Pound Stirling (as opposed to Sterling) was worthless and they were stuck there surrounded by wall to wall wind farms.
