Odd Marks on Paintwork when wet

I have only had my car for a few weeks now and before I picked it up from the garage they applied Auto Glym Lifeshine.

I have noticed however that when the car get wet on the drivers and rear passenger door (same side) that it looks like some one has thrown milk at the car ie I get pale white splash marks on the paintwork. When the car is dry the marks are not noticeable at all. BTW the car is black.

Anyway I took it back to the garage where it is still under warranty and they say they have re-polished and reapplied the lifeshine and said it is in the paintwork!

Guess what - its raining this morning and the marks are still there.

I took it to a local autobody shop who said it could be cellulose splashed onto it which 'blooms' when it gets wet. He said he would charge £30 to have a go at trying to polish it out. The alternative is £600 for a respray of the two doors.

Does anyone know what could be?? - Should I see a dealer??

any photos at all? Trouble is that if it is caused by an outside influence then it won't be warranty.
