Not particularly common but not an unknown issue I believe that every human has a finite number of heart-beats. I don't intend to waste any of mine running around doing exercises.

I think there is a fuse that blows (no 50 in the passenger compartment) . in an emergency you can also open flap manually from inside the car where the jack is stored

this is easy to sort (I had it often with the last D3 and hey presto - the new one did to me for the first time on Saturday )
Assuming the car is unlocked at petrol station and flap won't pop. press the flap and at the same time lock the car wait two seconds, let go of flap and then unlock car - the flap should then pop. if not, repeat until it does.
You will get it open without forcing it.

the LR assist chap just opened it. Needs a solenoid replacing so he left it perma open, he had already robbed the part of his car.
