if i was a franchise owner in a holiday area i would try lowering my prices and work off volume of customers rather than less people only topping up with the bare minimum due to higher prices

RogB, that is an entirely sensible approach, but we all too often underestimate the difference in overall potential market between rural and urban economies. Even areas with high tourist numbers seldom match up to urban levels of footfall.

When trying to make the case for road investment, it was found that a "busy" trunk-like main road that I often use had an annual average of under 30 cars per hour, where a comparably important urban road might easily be 150 cars per hour. That makes it difficult to argue the case for priority in road investment (although I still would! Smile ), but it is probably a reasonable proxy for the comparison of available volume for sales of a lot of products locally.

Fluctuating prices are standard over here. Over the Easter holiday, diesel prices varied from 24.99 NOK/L to 17.99 NOK/L. That's approx 182,2 ppl to 131,2 ppl. And that could be in a space of two hours. Prices frequently vary with three to five NOK from day to day.
