Welded turbo to downpipe stud nut

Downpipe flexi section has broken so replacing it with a decat pipe. Turns out that someone (must have been the garage that replaced the torque converter 4 years ago) has welded the outboard stud to the nut. I’m thinking Dremel it off. Any better suggestions on here ?

Thanks. I’m hearing that it’s a thermag nut and that they do this. Does look like a weld though. Obviously not. I shall persevere with it.

Correct. Not welded. Just rust. A bit of penetrant every evening for a few days and it spun off
