It is possible to bodge a fix.
Remove the lock assembly from inside the boot
Test it on the car to ensure the motor is working
Cut about 1cm off the outer bycycle cable end (so the outer sheath is shorter)
Trim the plastic rod, so it will go all the way thru the hole.
Refit
I see locking caps are around £20

If you mean that the fuel flap will not stay closed, I would say more likely this is the solution,
