Is it possible to fit 19" steel wheels to a D4?? If so where would I find some?

Yes 19’s will fit. Sales page here may have some & there are plenty of full sets on D3/4 Owners sales page on FB. Paul.

I’ve never seen a set of steel 19” wheels, but you can pick up used genuine LR 19” alloy wheels very cheaply. Ask on here, in the Wanted section, f there aren’t any currently for sale. 2006 D3 HSE (Original & still the best)-GONE
