Reuse of towball bolts

Not sure if I'm supposed to be concerned about this or not... I need to remove my towball (fixed towbar) to remove and paint the rusting Maxxraxx cycle rack bracket, then refit.
Can the towball bolts be reused? I'm assuming that a bolt some 16mm diameter is quite strong, it's just that it's torqued up fairly tight?

Standard advice is to replace any locknut if opened, I can't remember if the towbar ones have nylon collars or not but when I opened mine I just reused the nuts and bolts and tightened them as tightly as they should be. Ordinarily the ones with nylon collars will hold opening a few times but if they are reused there is no way of telling how many times they have been opened hence the reason for recommending one use only.

The fixed towbar was fitted brand new by myself some four years ago, so I know that the bolts have been done up once, and that's all
