so if I read it correctly a discovery registered after April 2017 will cost £140 when its 6 years old
but the same thing registered before then will always be £500 even when its 6 years old
including one that is already 6 years old or in the case of mine 11 years old
this must be illegal as its discriminating against cars registered between 2001 and 2017

Discrimination and every other law applies to everyone except the Government. Indeed, they already charge VAT on tax (fuel), and a few years ago I was forced to leave my job because I had reached the maximum pensionable service level, so in effect made to retire because of age (I was 49 at the time). This is despite the same Government saying that no one could be forced to retire on the grounds of age and that they wanted people to work for longer.
It's a case of "Do as I say, not as I do!"

I wouldn't overly worry tbh ...anyone with a diesel is likely to find huge disincentives to drive them over the next few years. 21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021

They will get stung in the first year of ownership and pay an add on for the next 5 years. (In the case of new Land Rovers) Good deal in 6 years, although goodness knows how much that will have gone up by in 2023!!
But they do emit less Co2 than current models so think there should be some benefit.
I find it strange that LR have managed to get both the 3.0 petrol and 3.0 diesel D5 just 1kg of Co2 inside the next bracket up.
They must have been to the VW school of emission testing Discovery 4 HSE

by the time you pay the VAT on purchase,,,road tax and the very sly insurance premium tax 12%
not forgetting fuel duty the blighters are making a fortune out of us

How about this
All Mitsubishi Outlander PHEV are currently free VED/RFL and all Shogun Diesel are £500 pa
From April GX4HS/GX5H/GX5HS will be £450 pa and even top of the range Shogun Diesel SWB will be £140
