YES, and in the section corresponding to TRANSMISSION, SELECTING HIGH AND LOW RANGE, says verbatim:
CAUTION
Changing from high range to low range can only be performed while the vehicle is stationary.
That is a novelty!! lost in translation!

Ah ...Hi to low ..is stationary, low to high is as before.
Quote:Operate as follows:
Use the gear selector to engage Neutral (N).
Press the Lo button to engage the transfer box into high or low range, as required.
NOTES
If the Lo button is pressed when the vehicle's speed is too high, the message centre displays the maximum speed for the range change.
NOTES
If the Lo button is pressed before N is selected, the message centre displays a relevant message.
Use the gear selector to engage Drive (D).
The procedure can also be used for changing from low range to high range with the vehicle travelling at a speed of less than 60 km/h (37 mph) 21 year LR veteran > D2 GS 2003 > D3 S 2006 > D3 HSE 2009 > D4 HSE 2013 > D4 HSE 2015 > D5 HSE 2018 > DS HSE R-Dynamic P300e 2021

From the Press Pack.
"2.4.3 Full-time four-wheel drive with two-speed transfer box
For the ultimate all-terrain capability New Discovery features a two-speed transfer box as standard, providing selectable high and low range gears for optimum on-road and off-road performance. The intelligent system provides a standard 50/50 torque split between front and rear wheels, but uses a range of sensors to distribute torque between the wheels depending on the conditions.
The two-speed fully synchronised ‘shift on the move’ system allows the driver to swap between high and low ratios without having to stop the vehicle, at speeds of up to 60km/h (37mph)." Peter
