Lower tail gait won't open

Went out today and lower tail gait won't open , can not hear the actuator . Top works fine
Don't know if it's related but gave it a good wash yesterday

Is there any common problems or where should I start looking first is there any fuses to check , also not sure if it's related but last week I went to fuel up and the fuel cap wouldent open, had to leave with out geting any
