Steering hard when stopped or very slow speed

Hi everybody Thumbs Up

early June I changed the steering of my D3:
- Rack Remanufactured
- New ball TRW
- Steering fluid Facom 006,030 DEXRON III

Parallelism done and everything is Ok ....................... except for a fortnight ...
- I find the sterring hardest as usual when stopped or at very slow speed.
- I also have a hard point random happens when I turn the wheel a bit to the right. As soon as I turn the steering wheel slightly to the left, the hard point disappears and I can turn back right without any gene.
by the way when it occurs impossible to turn the wheel right! if it was a waste of assistance it still turn it by forcing, right?
I do not have any weird noise pump and the rest of the time everything works perfectly.

Here's my questions :
- Having these symptoms appear since it's colder, could steering fluid be the cause of the "hardness"?
- Is it possible that the cardan of the column to which is attached the rack seized randomly ??
- Any other investigative idea is welcome

I am assuming that the rack and the ball joints are not involved as new or reconditioned and it worked fine since June.
the pump does not particularly sound.
