took tow bar to use...key snapped off flush ..in the unlocked position....is it still safe to use

No, although it won't drop out without someone twisting the handle, the fact that the key comes out is a positive confirmation that the bracket has engaged properly.
Go and buy a new handle and lock assembly, and all will be easily fixed.

well finally got the new lock followed the very involved instruction and used the special tools provided to fit same...had a play with it off the car...if you hit the small pin to lock it...you can get the key out for storage amazing
