I too was totally confused by this hence why I searched and found this thread. There is indeed a rather large message above the outbox and now feel rather silly

I have a stuck PM too, has been in the outbox for some time. It's my first one, no sure if I need some bonus points or something to be able to send, nothing ahead of it. Addressed to our good friend TLO if he's listening ;) what can be done?
