Do the Xenons do both high and low beam?

Asking this as when my full beam is on I get the normal H7 bulb producing the high beam? or does this light up with the Xenon?

Both.

The xenons have a shutter mechanism inside them which is operated by a solenoid (some of which have a tendency to stick, over time). When you flash your lights - or switch them to main beam - the shutter flips upwards thus slightly altering the height of the beam.

The H7s also illuminate on flash/high beam but these are not xenon bulbs, only halogen.
