Front fog light wired to headlight

When investigating my broken parking sensors, I noticed that both of my front fog lights are wired to the headlights. Is this normal? They both have the usual plug from the loom, but the red & black wire from the top of the fog light doesn't look very standard.

I'll get some pictures tomorrow.

When you switch the headlights on, do the fog lights come on too ? They shouldn’t until you pull the light switch out towards you one notch, then the front fog lights should come on, pull out to 2nd notch and rear fog lights should come on. The wiring loom may have chafed behind the bumper previously (quite a common fault) so replacement wires may have been put in.
 D3 owned from new, P017 brake recall, BAS FBHIC, new FBH, LR013487 oil pump, new water pump. RRS front lower suspension arms. New suspension compressor/ relay. New Denso alternator. CuNifer rear brake pipes. New GKN rear propshaft. New HPFP belt & tensioner. New A/C Condenser.NO WARRANTY for many many years.

There are several combinations possible for the fog lights in the CCF(car configuration file) I.e. to come on or not with high beam or they could be wired like mine to come on as spots with the high beam.
As standard they should not unless as above they are switched on.
 It can when others can't,
It will when others won't,
It goes where others don't.
