Are we really getting what we paid for!

Discovery 3 finally arrived at Malta. I have been going to the dealer for the past three months asking when it will arrive at the showroom so that I can see it in person before ordering one. I left him my contact details, and he told me that he will contact me as soon as has any info. He never called…….customers care service Maltese style
Yesterday I was passing in front of the showroom and saw it there; I was much exited when I saw it. I parked the first place I found and went to check it out.
It’s a Discovery 3 V8 HSE. I started reading the information listed on the board that was near it and it had the wrong info on it. The info was for a Dis.3 SE TDV6. The price for SE TDV6 was listed at Lm34, 000 (54,000 Sterling) showroom price.
I then checked the HSE, and it was naked!!
No sunroof or alpine roof
No navigation system or Premium navigation system
No Ultrasonic alarm system
No roof rails
No front park distance control
No powers fold exterior mirrors
No 7 seat pack
No cold climate pack
No premium ice pack
All these above items are list as Option on the Discovery 3 brochure that I took from the showroom while on the UK LR site these are listed as standard on the HSE. Is this normal that we have to pay for HSE and we get an S model.
I also noticed that there was no back seats audio controls, I might be wrong about this because I did not go inside I just checked it from the outside, I was coming from work so I was not that clean to go inside.

Ok, i'll bite, hehe, where you going to drive that sucker in Malta... In any event, probably in time, they will get organized. Go buy one in Italy, and put it in an airplane and test the GPS. In any event, I was visiting in Malta in January, nice little country you have there.... LOTS of churches...

That list isn't EVEN a UK 06 S spec - mine has 7 seats, cold climate park and the alarm

Unfortunately, in my experience in Australia, and some of the posts I've read here, it isn't just Maltese style it's LR style.

I bought my car in Belgium. It's a TDV6 HSE, and standard it didn't come with any of the options you mention either. I had to order these.
I've checked some other websites of LR on other countries, and apparently, every country has its own set of packs and features that are available standard.

Australia 

In Australia, all you get standard on an HSE out of that list is the 7 seats. Everything else is an option.
