These plan take no account of future use which will remove a massive portion of the objectionable argument. Simply put, 20 years from now battery technology will have removed the "objectionable" noise from the 4X4 engine, perhaps only during low speed driving. Couple that with the reintroduction of aluminium as a construction material, making vehicles lighter and less damaging to road surfaces, and you quickly get to a solution which is much less likely to offend the current sensibilities of ramblers. None of that is currently being considered with TRO's, meaning that the way is created to oust the opportunity to drive these spectacular lanes to many future generations.
