After scouring the internet for any many sources related to this issue…. I think I’ve narrowed it down to a boost leak.
Reading threads on what the manifold pressure should be on a mapped car, I’ve seen values of between 200>230kpa. I decided to do a log of my car and at 3600rpm, I’m only seeing 167kpa so I assume this is enough for the ECU to decide it’s not right/as expected.
I have a silicon boost pipe from the intercooler up to the inlet that is in fine fettle and a new intercooler so I’ll start with the simple things like hose connections that are accessibly and the intake seals on the inlet manifold.

Do you got the readings while driving or stationary?

Did a couple of logs under load/whilst driving aided by my good lady wife recording it.
First run was start up and to some traffic lights then second run was a clear road.
The dotted line is at the peak rpm and stopped after the engine system failure message appeared.

Now the manifold pressure seems to be good accordingly the other parameters.
record via the iidTool the value of the turbo actuator as soon as you switch off the engine, it should cycle few times the full travel in order to clean the vanes and then compare the minimum & maximum value with the one logged in the post just above.
I can not remember if there is an adaption procedure on the Gap tool for the turbo actuator, maybe it could solve your problem - Easy-Lift suspension module 4.0

I can record the actuator movement only at key position 1>2 and 2>1 to see what they look like. I’ve read somewhere on this forum they can go from 0-20 to 95% in this cycle.

This is the actuator cycle from key position 1-2-1 at 1 degree C this mornin, engine wasn’t started.
A fair range of movement. I’ll try again later when it’s warm.

Managed to get time this morning to remove the heat shield, lubricate the actuator rod with WD40 (new metal nozzle type) and then check the logs a the key cycled 1>2>1, even tried a video with my phone which didn’t show much. Took it for a spin but alas the usual issue occurred.
As I exceed 3K rpm, it feels like a parachute has been deployed and the ESF message appears on the dash. It’s clearly not happy with something still but I’m now out of ideas.
Sadly the finance dept has stepped in with a block on any further spend on this car so I’m now faced with parking it up and marking it as sorn which is a shame, but if it cant be driven with confidence on the road its too much of a risk in winter.

Looking at the DTC, it seems to be related to an "electrical" issue with the turbo actuator...
the P132B-22 is relative to an electric signal greater than maximum,
the P132B-21 to an electric signal smaller than minimum.
In any case have to check for high resistance or short circuit between feed (VGTA+ & VGTA-) on the actuator vane wiring from engine ECU and turbo actuator vane motor.

Took the inlet off the other day to blank the upper EGR pipe and check for damaged o rings, cracks in the plastic etc… found a lot of sand and not much else so cleaned it up and popped it back together.
As the car is SORN, I’ve not had the chance to do anymore data logging whilst driving and have resigned myself to taking it back to the garage in the new year. Wondering if Santa will bring me a steam washer?

My D3 got its place in the queue at the independent specialist Henshall Engineering and diagnosis could be done properly on the boost issues.
Sidestick was correct - electrical control of the actuator.

The black and white wire controls boost (or not if damaged) and thankfully was spotted whilst on the ramp. It’s also got a coolant leak from the oil cooler and the turbo oil feed is looking suspect so it may be body off yet but for now, I’m just pleased the boost issue cause is known.D3 G4 Selections car ‘08

Had an update from the garage today after the actuator wiring had been fixed… alas the problem remains and further diagnosis revealed the actuator itself isn’t moving through its full range. So even after a genuine turbo being fitted in 2021, it needs another one. It also needs a turbo oil feed pipe and the rear brake pipes are looking past their best so it’s going to be body off.
Looking on the brighter side, whoever buys it when its sorted will be buying a very sorted example and I’ll have a clear conscious.D3 G4 Selections car ‘08
