As markate said, back in the 'old' days you could only have one of rear air-con, rear diff, tv and RSE (in the UK no air-con option at all - don't know why). The weight restriction applied to all country specs and that was, as you realise, just for diesel engines; petrol engines are leighter so no restrictions there. With the introduction of MY14, weight restrictions were lifted, so anyone who can afford it can have all the goodies on their diesel Discovery's!
