It's actually easier to buy a new lock, the removal process will all become apparent

Ok chaps I have sussed the lock, however, the shaft will not rotate - I have covered it with penetrating oil - is the internal cog seized? And thus how can I remove the towball?
It's obviously been on the car for a number of years. How can I get the internal release mechanism to budge? Mole grips on the shaft aren't moving it?

Further update stripped the horizontal shaft out ie across the back of the car and found its a rusted worm gear than locks the assembly onto the car. All day with penetrating spray but still solid. Even fond a oil hole and penetrate that too.
Any ideas welcomed.
