2013 SDV6 Restricted Performance

Hi folks

Having an issue with my 2013 D4 SDV6 (Commercial).
I had to replace my Oil Cooler (Oil leak and Coolant contamination), reassembled and on start up ones straight into Restricted Performance(RP) after about 10-15sec (at idle).
Using my Foxwell I get the following codes
P00BD-07/temporary : MAF A
P22D5-92/permanent (though has been temp) : Turbine inlet valve position

I have tried swapping MAF sensors and the fault remains with circuit A, so I (rightly or wrongly ) ruled out a Faulty MAF, unless both faulty.
MAF are recieving 12 +ve

No obvious damage to loom but I haven’t removed conducting at back of engine.
No dampness or corrosion on terminals connections. All plugs I removed have been cleaned with electrical contact cleaner.

Vacuum system seems ok, no damage and with engine running pulling 15mHg, though using a vacuum brake hand bleed pump I pull 5mHg but it doesn’t hold….
****Should it and should I be able to pull more by hand???

As far as I can tell there are no crack in the inlet Manifolds and turbo valves are free to operate/move…

Any pointers or advice grateful received as I have been scratch my head for a few days now…
